Solar in Arizona: incentives, net billing and rural land

The best sunlight in the country, and among the least generous export rates. That combination changes how you should design a system here.

The short answer: Arizona gives you roughly 6.5 peak sun hours a day — about 50% more than the Midwest — so a smaller system does the same work. But every major Arizona utility now pays only 3–6¢ per kilowatt-hour for exported power while charging 13–15¢ to buy it back. Using your own power as you make it is worth four times as much as selling it. Design around that.

The state credit caps at $1,000, so it’s reached on any system above about $4,000 — which is all of them. Treat it as a flat $1,000 rather than a percentage. It’s nonrefundable but generally carries forward if your tax bill is smaller.

Net billing — the thing that shapes everything

Arizona moved away from traditional net metering some years ago. Under net billing, exported power earns a credit set by the utility rather than the retail price you pay.

What this means in practice

A kilowatt-hour you use as you generate it saves you the full retail rate. The same kilowatt-hour exported earns you a quarter of that.

So in Arizona, unusually:

Shifting your usage into daylight is worth real money. Dishwasher, laundry, pool pump, EV charging — run them at midday. This matters far more here than in a full-retail state.

Batteries make financial sense, not just backup sense. Storing your own power to use in the evening beats selling it at 3¢ and buying it back at 14¢.

A slightly smaller system can return more per dollar than one sized to cover your full annual usage, because the surplus is worth so little.

Export rates step down over time and vary by rate plan. Ask your utility what the current figure is and how long you’re locked in — existing customers are usually grandfathered for a fixed period.

The sunlight advantage

Around 6.5 peak sun hours a day, among the highest in the country. Expect roughly 1,900 kWh per year for each kilowatt installed, against about 1,250 in Illinois.

Practical effect: an Arizona home needs a noticeably smaller array than a Midwest home with the same electricity usage. A 10 kW system in Illinois does roughly what 6.5 kW does in Phoenix.

One caveat that surprises people: extreme heat reduces panel efficiency. Panels are rated at 25°C, and an Arizona roof in July runs far hotter. Expect production to dip in the worst of the summer even as the sun is at its strongest. Good installers allow for it; ask whether their production estimate accounts for high ambient temperature.

Solar on rural land

Arizona has a great deal of undeveloped parcel land, and solar on raw land is a completely different calculation from solar on a suburban roof.

First question: is there grid service at the property line?

This decides everything else. Extending utility lines to a rural parcel is commonly quoted at tens of thousands of dollars per mile, and figures vary enormously with terrain, easements and how far the nearest transformer sits.

Get a written estimate from the utility before assuming either way. If grid extension is expensive, off-grid solar stops being an ideological choice and becomes simple arithmetic — a full off-grid system can cost considerably less than a long line extension.

Grid-tied on rural land

  • Ground mount rather than roof, so you can aim the array properly — typically 10–20% more expensive than roof mounting but often out-producing it
  • Net billing applies the same as anywhere in the utility’s territory
  • Check county setback and structure rules before designing anything

Off-grid on rural land

  • Battery capacity is the expensive part, not the panels. Budget for several days of autonomy, because a run of cloudy days with no grid behind you is the scenario that matters
  • Arizona’s sun makes off-grid far more practical here than in most states
  • Well pumps are usually the largest load. Size for the pump’s startup surge, not just its running draw
  • Most off-grid setups keep a generator for winter and long cloudy stretches. That’s normal, not a failure
  • No utility involvement means no interconnection application — but county building permits generally still apply to permanent structures

Before buying anything for a rural parcel

Call the county planning department and ask what permits a ground-mounted array needs. Call the utility and ask what service to the parcel would cost. Both calls are free and both can change the entire plan.

Also confirm which utility actually serves the parcel — rural Arizona is served by a patchwork of investor-owned utilities and electric cooperatives, and their rules and export rates differ considerably.

What it costs here

Arizona pricing runs close to the national $2.50–$3.50 per watt, sometimes slightly below because the market is competitive and mature.

Because you need less system for the same output, total spend is often lower than in cloudier states. A 6.5 kW Arizona system — roughly equivalent to 10 kW in Illinois — runs about $16,000–$23,000 before incentives, minus $1,000 of state credit and no sales tax.

Questions to ask an Arizona installer

  • Which utility serves this address, and what is their current export credit?
  • Does your production estimate account for summer heat derating?
  • Given the export rate, are you sizing this to my usage or to my roof?
  • What would adding a battery do to my actual bill, in dollars?
  • What is the cash price, separate from financing?

That third question is the Arizona-specific one. With exports worth 3¢, a system oversized to fill your roof may earn far less than the salesperson’s projection implies.
